Damping Mechanism

Due to the outlying swings that usually result from misunderstanding of definitions when submitting data, QS opted in 2010 year to adopt a damping mechanism to help minimize the occurrence of errors by spreading big swings over several editions. It was applied to eliminate swings beyond certain thresholds and it is also automatically triggered whenever the year to year change exceeds certain threshold.
